Visit to China

From 18 to 22 December, the chief doctor of the Leningrad Regional Clinical Hospital, the Irkutsk Order of the Badge of Honor, the regional clinical hospital Petr Dudin took part in the work of the delegation of health professionals of the Irkutsk region led by the Minister of Health of the Irkutsk Region Oleg Yaroshenko in the People's Republic of China. In the course of the work, the results of joint work for 2017 were summed up, and cooperation agreements for 2018-2020 were signed.

On December 18, in the city of Harbin, the Minister of Health of the Irkutsk Region Oleg Yaroshenko and the head of the Heilongjiang Health and Family Planning Committee of the People's Republic of China Wei Xin Gang signed a comprehensive plan for cooperation between the healthcare systems of the Irkutsk region and Heilongjiang Province of China for 2018-2020. The document envisages the organization of mutual internships of Chinese and Russian specialists, joint workshops, seminars, scientific and practical conferences and other educational events, organization of working visits, training of Chinese and Russian specialists, and the use of telemedicine.

On December 19, the opening of a center for the treatment of Parkinson's disease took place, within the framework of which the agreement was signed between the Regional Clinical Hospital of the Irkutsk Order of the Badge of Honor by the Regional Clinical Hospital and the First City Hospital of Harbin to establish a center. The center is designed for patients of three north-eastern Chinese provinces (total population - 100 million people). In addition to the main doctors of medical organizations of the Irkutsk region, the event was attended by the head of the Department of Neurosurgery of the Irkutsk Regional Clinical Hospital, the Chief Neurosurgeon of the Irkutsk Region Sergey Petrov and neurosurgeon Vasily Chipizubov who actively participated in the organization and establishment of the center on the basis of the First City Hospital in Harbin, and also training of specialists.

During the visit to Heilongjiang Province, the delegation of the Angara River visited the Children's City Hospital and the Regional Hospital of Harbin. The team, led by Minister Oleg Yaroshenko, met with collectives and chief doctors of medical organizations. Agreements were signed between the Regional Regional Oncological Dispensary and Regional Hospital of Harbin, the signing of an agreement between the Irkutsk Regional Hospital of the Irkutsk Badge of Honor and the Regional Clinical Hospital and the Harbin Regional Hospital.

From December 20 to 22, Irkutsk residents visited medical organizations in Liaoning Province.

The delegation of the Irkutsk region visited the medical center of traditional Chinese medicine "Shengu" in Dalian City, Liaoning Province. The hospital has a diagnostic center, an outpatient clinic, an international rehabilitation center and a health education school. The fully functional diagnostic center "Shengu" offers patients various types of advanced examinations. The Shengu hospital employs more than 60 national, provincial and municipal specialists. Therapists are engaged in the treatment of digestive, respiratory, cardiovascular, endocrine systems, rehabilitation of cancer patients. There are also departments of gynecology, orthopedics, traumatology, dermatology, ophthalmology, otolaryngology, pediatric department, acupuncture department and massage room.

The Center for Traditional Chinese Medicine assists not only Chinese citizens, but also residents of other countries. Annually it receives more than 10 thousand foreign patients from more than 20 countries (Russia, Kazakhstan, Ukraine, Japan, South Korea, Israel, England, America, Switzerland, Germany).

Irkutsk specialists got acquainted with traditional Chinese medicine, discussed issues of interaction.

After that, the delegation went to Shenyang. Here, representatives of the Irkutsk region visited the Liaoning Provincial Cancer Hospital, the Liaoning Provincial Children's Hospital, and the Liaoning People's Hospital.

Liaoning Cancer Hospital, established in 1975, today is engaged in the prevention of tumors, the study of cancer. The hospital is the base for the education and training of graduate students of the Chinese Medical University, Dalian Medical University, Liaoning University of Chinese Medicine, Shenyang Pharmaceutical University and Liaoning Medical College.

The hospital has 2.3 thousand beds, more than 2 thousand medical and technical workers. Today, the institution is one of the leading in China and has the most modern methods of diagnosis and treatment of breast, intestine, lung, esophagus and ovarian cancer.

The People's Hospital of Liaoning Province is a multidisciplinary hospital of the highest rank and is directly subordinate to the Liaoning Provincial Health and Planning Committee. The hospital was founded in 1949 and was originally called the North-Eastern Workers' Hospital. At that time it was the very first hospital for workers in China. From the very beginning the work of the hospital was based on such principles as philanthropy, professionalism and responsibility.

The structure of the hospital includes departments for the treatment of cardiovascular, neurological, oncological diseases and others. In June 2017, the hospital was accredited according to the JCI (Joint Commission International) standards.

Another point of the visit was the hospital at the Liaoning University of Traditional Chinese Medicine. It was established in 1956. For 60 years has turned into a large-scale integrated Chinese medical-sanitary hospital in the northeast of China.

The hospital has 55 clinical departments and 7 medical support units.

The number of employees of the hospital reaches about 2,5 thousand people.

The hospital has established friendly relations with more than 30 countries and regions. As a traditional clinic of Chinese medicine makes a positive contribution to the service of all mankind.

In December 2010, the Liaoning University Hospital Rehabilitation Center was established. Every day it takes more than a thousand people.

At the end of the visit, representatives of the healthcare of the Irkutsk Region and Liaoning Province met. Within the framework of the meeting, an agreement on cooperation and partnership was signed between the Ministry of Health of the Irkutsk Region and the Committee for Health and Planned Childbearing of the People's Republic of China, as well as a comprehensive plan for interaction between medical and educational organizations of the Irkutsk Region and Liaoning Province for 2018-2020. In addition, agreements on cooperation between medical organizations of Irkutsk region and Liaoning province were signed. The signing of the agreement was attended by the Consul General of the Russian Federation in the PRC. He noted the high level of cooperation between the People's Republic of China and the Irkutsk region in the health sector.

Minister of Health Oleg Yaroshenko noted that the Irkutsk region and the Liaoning province are linked by partnerships in the economic, scientific and technical fields, as well as in the sphere of sports and tourism. Now cooperation in the field of healthcare is beginning to develop.

Joint educational activities, mutual internships of doctors and medical specialists, exchange of experience are aimed at ensuring that residents receive even better and effective medical care. Irkutsk doctors will study the experience of Chinese colleagues in rehabilitation, acupuncture, kinesiotherapy and traditional Chinese medicine.
